President restructures government

• Four new ministers appointed, two step down

President James Michel has announced the composition of his new Cabinet as well as the appointment of a numberPresident James Michel - Minister for Defence, Legal Affairs, Information and Hydrocarbons of chief executives in government ministries, departments and agencies, while other heads and senior-most staff retain their position.

Four new ministers have been appointed by the President while two ministers have stepped down.

The new ministers are Charles Bastienne (Minister for Home Affairs), Didier Dogley (Minister for Environment, Energy & Climate Change), Michael Benstrong (Minister for Investment, Entrepreneurship Development & Business Innovation) and Wallace Cosgrow (Minister for Fisheries and Agriculture).

The two outgoing ministers are Pierre Laporte and Peter Sinon. President Michel, in his capacity as President of Parti Lepep, has appointed Mr Sinon, as deputy secretary general of Parti Lepep.

In the new structure of government, the President retains the portfolio for Defence, Legal Affairs, Information and Hydrocarbons.

Vice-President Danny Faure - Minister responsible for Information and Communications Technology (ICT), Youth and Public Administration, Civil Society

Vice-President Danny Faure retains the portfolio for Information and Communications Technology (ICT), Youth and Public Administration.
He has, in addition, been entrusted with the responsibility for Civil Society, including relations with religious denominations and organisations.

Together with the President and the Vice-President, the following ministers constitute the Cabinet, subject to the approval of the National Assembly:

Assembly approves new ministerial appointees

31-January-2015
The four new ministers appointed by President James Michel in a cabinet restructuring on Monday were approved by the National Assembly in a special session yesterday morning.

The four ministerial appointees are : Wallace Jude Keith Cosgrow for Fisheries and Agriculture; Etienne Didier Cesar Dogley for Environment, Energy and Climate Change; Michael Michel Jean Benstrong for Investment, Entrepreneurship Development and Business Innovation; and Charles Bastienne for Home Affairs.

The Assembly’s approval follows four motions tabled by the leader of government business Marie-Antoinette Rose and they are in line with Article 69(2) of the Constitution.

Several Assembly members intervened in the general debate which followed the presentation of the different motions for each of the new ministerial appointees. At the end of the debate the majority party members approved the ministerial appointees while the leader of the opposition in the National Assembly David Pierre abstained.

Roma Edmond, elected member for Plaisance and a former classmate of Mr Cosgrow who has also worked with him at community level and on different committees, described him as a devoted, committed person full of wisdom and connects well with people through his responsibility and experience as the chief executive of the Welfare Agency.

“These are qualities that President Michel requires of our ministers,” she pointed out, noting that Mr Cosgrow is not new in the agricultural sector. He had worked for five years in the Ministry of Environment & Natural Resources and the Seychelles Agricultural Agency (SAA) as an economist between 2005 and 2010 and was involved in assessing small projects for farmers, more specifically their economic viability. He also has experience working with the FAO.

New ministers sworn into office

The four new ministers appointed last week by President James Michel in a government restructuring, were sworn into office yesterday morning during a ceremony at State House.

The four new ministers are Wallace Cosgrow for Fisheries and Agriculture; Didier Dogley for Environment, Energy and Climate Change, Michael Benstrong for Investment, Entrepreneurship Development and Business Innovation and Charles Bastienne for Home Affairs.

They each took and signed three oaths – oath of allegiance to the constitution, oath of office and oath of secrecy. These were taken in front of President Michel.

The ministers have now officially taken their new positions.

Vice-President Danny Faure, other ministers, the speaker of the National Assembly, Dr Patrick Herminie, the two outgoing ministers Pierre Laporte and Peter Sinon, other invited guests and close family members of the four new ministers also witnessed the occasion.

After the oaths the four new ministers and other members of the Cabinet joined President Michel and Vice-President Faure in a family photo after which each minister and their immediate family members present took a souvenir photograph with President Michel and Vice-President Faure.

The ministers and their families were then congratulated by President Michel and Vice- President Faure as well as all the guests present.

Outgoing ministers Laporte and Sinon also had words of support and encouragement for the new ministers.

‘We should never work in isolation’


“Irrespective of our specific portfolios, we should never work in isolation,” President James Michel told his ministers yesterday at State House as he chaired the first meeting of his newly restructured cabinet.

“The public expects a good and wholesome service, and this can only be achieved through proper consultation and coordination across ministries, and most importantly by remaining connected to the people whom we serve,” the President told the ministers, four of whom are new appointees, while others have either retained their portfolio or have been assigned new responsibilities.

President Michel has again urged his cabinet of ministers to remain connected to the people whom they serve.

Starting off by welcoming the four newly appointed ministers, the President informed them that they have been selected to serve in this high capacity on the basis of their record of integrity, hard work, efficiency and discipline.

“I am sure that you will bring these qualities and more to the tasks that lie ahead,” the President told them.
He wished all the ministers every success in discharging the responsibility that has been entrusted in them.

We trust Minister Jean Paul Adam is reading this post - as new Finance Minister - we are one of those little Seychellois who have had the opportunity to listen and hear Mr Adam the politician, founder of the party before SPUP debate and discuss passionately about then Sechelles Seychelles issues and politic, supported by Mr Hocaday Payet and Mr Finlay Roselie - then VDC, PWD and Mrs Hilda Stevenson Delhomme. He would come in my Uncle cobbler shop and Mr Desire Ah Time and talk, have tea or something - the Lawyer next door or Mr Thomas - across the Police Station then Mr Bebe Adam cannot recall his Police position - in old French philosophy - the cobbler is always about fortune, to have a leather shoe with a hole in it brings good luck an bad luck - "the old cobblers belief in Sechelles Seychelles - this Friday 6/2/2015 convey our community very good wishes to his Office". Having mentioned the Old Police Station - Force all those who knew us as children and later young adult - family issues. Seychelles media is terrible - hence the need to say in pubic this Friday from a High Interdisciplinary management prospective have had associated working with all the Chancellor of Britain since Lady Thatcher government and the CEO of its Central Bank - what this requires - beside other countries. Nobody should say we did not break the rules and mentioned on Facebook social
